I know they make half boots for a 24" rim because a guy on another tractor forum I'm on got some for his Yanmar. Our older Yanmars also have 24" rims. Wait these were to protect his intertubes from outside punctures cause his tires were getting really bad. Not necessarily to protect the tire from the rough rim... probably disregard what I said. The rust can be cleaned up and pin holes repaired. Epoxy to fill in rough areas. Also may be able to find an inner tube liner - they are/were used in large truck rims between the inner tube and the rim.
The ones I discussed are to protect the inner tube from the rim. Had them on a pickup I owned. Inner tube liners, tire flap liners.
