I pulled governor off & found the gear (when you look in the hole that the governor came from) to the right loose on whatever it is attached to, I down loaded the service manual but hadn't had time to study it for the problem yet. How is this gear attached to what? And can I tighten it w/o pulling off front of engine? How do I get to it?

that is an idler gear, it has a bearing inside it like a cam type babbit bearing, it bolts to the block on a hub, timing cover has to come off the engine for access so the front of the tractor would need to come off

The last I knew they were still available but kind of expensive. They are not a drop in fit, but have to be "scraped" by someone that knows what they are doing. It may not be to hard to find a good used one though.

You didn't say how loose the gear is, if the movement can be measured with something.
Here are pics of the gear and what holds it onto the engine, from TM Tractor.

The gear runs on the shiny place on the shaft in the bottom pic below.

Here is a page from the Cub parts manual showing the gear, the bushing is number 6 in the pic, it gives the IH part number there.

If that gear is very loose it will lower your oil pressure also.
