These little clutches have always been a major problem on 154, and 185's. They are way too small for woods 59 mowers. They should have used the next bigger size, which I think is 2" bigger diameter. ---same company makes both sizes and IH chose the smallest one for some strange reason.
I put all new stuff in one of my 185's a few years ago and also stuck extra washers in because the new disks were thinner than originals.
Replacement parts are nowhere as good quality as the originals were!----- That's what I ran into on mine.

You need to more clearly explain the problem. What's happening and when?

You will have to remove some sheet metal to get to the PTO. Look over your service and parts manual.

Hamiltonbobs, advertiser at bottom of this page, carries new and used numbered Cubs parts.

My PTO is stuck on. Cant turn it off with PTO handle. I remove the PTO assembly but didn't see anything obvious. Put it back on still stuck on.

My first guess. Parts manual, section 7. Depending on tractor serial number part 22 or 41, actuator. The actuator is a cam action clutch. Does the lever release the PTO cam/clutch?

Probably not. In that case, you will have to disassemble to determine the cause and needed repairs.

I can pull the PTO handle and see the cam ring move up and down. Look like 3 big ball bearings in there ride in grooves. neither direction will release it though.

Sounds like the plates are rusted together. the wavy washers are not very strong to push them apart. Take it apart and check for damaged parts and clean it up good. check the master concave plate too. plates cant have any tarnish or rust on them, and yes they do get dirt/moisture in there and will cause them to rust and stick.

Or the needle. Bearing locked up that joins the two shafts
