Steering knuckle frozen up??? - - Only thing not listed.
Jack up front end. Remove the tie rod ends, (may have to remove tires). Then see if the steering wheel turns. Then the steering knuckles.
If none of the above, lift the tractor, get under, see if something is bent up or broken, interfering with the steering.
Is this a new problem?
History on the tractor?

Knuckles frozen.
I'm technically misunderstood at times i guess its been this way my whole life so why should it change now.
