Help with 140 governor

My recent 140 purchase has No power and acts like dirty fuel filter. I replaced it & drained carb, it has a strong steady flow of gas, compression, 3 at 124 and 1 at 116 psi. With throttle wide open the engine definitely isn’t running at full throttle.
The engine manual I just bought doesn’t tell me how to check or adjust the gov. So any advice or previous thread reading would be greatly appreciated.

Forgot to mention, plug wires show strong spark, new D 16 plugs & high idle jet doesn’t change engine idle at all

Can you manually pull the carb linkage and increase RPMs? Are you measuring RPM with a Tack of some sort?

I have an IH tach on one of my 140s and it is reading ~1500 which is giving the 540 at the PTO. It sounds as if more is there but it is set at max torque and 540 rpm. More is there because the c-123 in other tractors were rated at 2000 rpm
When you only have 9 horsepower you need to know the names of all of the ponies!

I haven’t tried the linkage by hand but I will. No tach used I know it’s not near it’s potential rpm’s. RPM’s climb and drop off just about to stall but doesn’t. I’ll rebuild the carb this week but it’s more than carb issues I’m certain it’s particularly the gov
