Pin holes in Air Cleaner Cup

If you heat epoxy with a heat gun, it will get thin and flow. You could then get it to flow around the bottom of the cup and fill like a coating. Because the epoxy is thin, it will want to flow into the pinholes so before you start pouring epoxy, put some blue painters tape on the bottom of the pinholes. Let the epoxy harden before removing the painters tape.
