It looks like it could be attached to a reversed draw bar.

In case anyone is curious, the sickle bar mower went for $62.50. The '53 Cub that had the pulley on it went for $810. It was at $755 four hours before the close of the auction, so there certainly wasn't a bidding war at the end. The York rake with the funky mounting arrangement went for $355. Those prices are without the 13% buyers premium.
I decided at the last minute not to go to the preview and register and bid on the Cub (it went up an hour after the two-hour preview period). I'm kicking myself, because I missed out on a good deal (probably) on a decent Cub.
