It sounds as if the lever / spring assembly on the outside of the governor is frozen.
When you only have 9 horsepower you need to know the names of all of the ponies!

I had that problem years ago.
Long story short, the pin that attaches the weights to the governor shaft on the inside had worked it's way out so when the shaft turned the weights didn't, so it wouldn't balance out.
There are several threads here that can advise you on removing and reinstalling the governor.
