If the engine is not running shouldn't there be tension on the governor arm holding the throttle open. At times while trying to adjust the arm to the carb there is tension and other times there is no tension. When it is running. it will running fairly smooth and then seems to start searching for a rpm.
I have adjusted it according to the service manual, but never get to the high idle rpm. I am thinking maybe something internally with the governor. I plan to clean and lubricate all of the linkage.

When you are adjusting (synchronizing) the governor-to-carb rod, the engine is off, and the throttle is pushed forward 1/2 (or more) to put tension on the governor. The procedure is in the GSS-1132 FUEL SYSTEM MANUAL, pages 28 & 29.

The issue is almost never inside the governor.
Look at the travel of the carb linkage. see if you can get the high RPM by manually pushing the rod back. If you can not it is something that blocks the carb linkage. I have had cotter pins that were too long hang things up
Did you have the hood off? If so the rod from the throttle to the governor can go in either end forward but only one way is correct that can restrict the travel.
Does the throttle move full range? If not it could be the lever and spring assembly on the governor. Did you replace the external spring? lube the lever arm?
Keep adjusting the gov to carb linkage per the manual as you go through these items.
If all of the travel is clear you can adjust the governor limits per the manual
After all of that then consider inside the governor.
