Governor is off and apart. Everything looks good. Guess I need to fiddle with this thing for a while to determine why the throttle lever would not return to idle position.

If you take it apart, I would check the weight pins, and the holes in the weights for wear, sometimes they get worn. They should have no wear, so the weights don't move side to side.

Thanks Glen. The arm on the rock shaft is clocked wrong, must have moved but it is really tight could not pound it apart, that will require my press. Maybe I can find a new or used one.

Took the Rock Shaft apart and the pin that holds it together was still intact. That leaves only one remaining possibility. The fork must have bent. Ordered a used fork to compare with mine.
