Could also be a tiedown point for shipment or a lifting point for a hoist at the factory.

I sure wouldn't want to trust those holes to tie down my Cub, or to lift it for that matter.
There are two ways to get enough Cubs. One is to continue to accumulate more and more. The other is to desire less.
