Perhaps the carb linkage is upside down? Maybe the carb is responding opposite of what the governor is calling for?

Okay, after checking everything I could I got a little suspicious of the carb. The cub just didn't sound right. So I pulled the carb (it needs work) and installed a new Chinese carb that I had taken off a Cub I recently bought. BOOM, problem solved. It was in the carb after all. Don't know exactly what just yet but I will tear the old carb down when time permits. I have a garden to disk.
There are two ways to get enough Cubs. One is to continue to accumulate more and more. The other is to desire less.

I got it running the best I can for now to get the job done.

There are two ways to get enough Cubs. One is to continue to accumulate more and more. The other is to desire less.

hmm wouldn't the governor normally try to open the throttle with the engine off? i seem to remember my FM-Z doing that normally and it makes sense. what does the governor do? it uses mechanicals to relate the engine speed to the throttle lever position. if the throttle is even cracked a little (some speed) and the engine is off (no speed), wouldnt the governor do what it can to speed the engine up to meet the lever position (open the throttle)?
