Proper governor operation

With motor off I get full throttle no binding anywhere.
When I run it I move throttle all the way and get some surge in rpm then governor takes control and throttle goes to idle at carb.

Is this normal? Is the governor only there to detect load and then open throttle? I can't control much at all?

Sorry just got this 64 and learning.
