Do you have a zenith or IH carb? I find the zeniths more an issue with the cold and need to have the choke on for a longer period after a start in the cold. Warning - i am less familiar with the zeniths and they may not be set up correctly.

The IH carbs are easy to flood. Set throttle to 1/2 way with the choke on. If it kicks but does not stay on turn off choke and pull the check back out when it starts. This is just to reduce the chance of flooding.
When you only have 9 horsepower you need to know the names of all of the ponies!

That has been my experience as well. I only have one tractor with a Zenith carburetor, which I have never had to work on. But my experience with it is that it requires a lot more choke longer after start-up than Cubs with an IH carburetor.
