When at full throttle and I try adjust the throttle linkage to the governor I have run the yoke all the way in. To were the thread ends. And then the governor never seem to level out. Almost like it surges. So I have push the governor rod forward toward the front of the tractor and yoke at the end of the linkage to get it to stop. I've read the manual and it say with out pushing on the governor adjust the linkage yoke to just be able to slide on. Well to do that it surges like I had said earlier.
It's almost like the governor rod is to far to the rear of the tractor.
Could it be the governor is out of adjustment or someone before me screwed with it and put it in wrong.
Could I losin the governor adjustment screw and move the rod towards the front of the tractor and then start adjusting the linkage to the carburetor. Or would that screw it up.

I think the manual says to adjust around 1/2 throttle. You just want tension on the spring.
In my experience, It is rarely the governor itself. Check that the lever arm is free, maybe replace the spring, and the linkage is free and adjusted to the manual.
