I bought three new spindles for my Honda hrc7013 walk behind mower before the mowing season started. Since they had grease fittings,I greased them when installed. Sharpened blades the other day and the middle one that drives them was very loose. I bought another spindle, that way I could put new bearings in and have a spare, took the bad one apart, it was full of grease, but it had sealed bearings. No way for the grease could get to the bearings. So I took the new one apart and removed the inside seals. Now I need to do the remaining two spindles.
Why do they do that?

I don’t know why they do that but it may be the fact that the typical home owner doesn’t own a grease gun and wouldn’t know how to use it, if he did. Sealed bearings may survive a little longer, under those conditions. Don’t know why they would waste a zero fitting, though.

Good or bad, I bought a new Woods PRD7200 because it had the tapered roller bearings and supposedly the LandPride did not!
I have a 59 for a cub too, got it in a multi tractor and implempent buy...... Have not used it yet!

Sometimes is a manufacturing screw up. Manufacturing department orders parts. Purchasing department finds and orders the cheapest part that they think fits the manufacturing departments request.
Manufactured parts on hand, ordered parts for the project arrive. 15,000 units assembled and to be shipped by Friday. Not going to send the incorrect parts back and wait another month.

My personal opinion are it does two things. It keeps water out of the spindle if you wash it regularly, and if the seals give way it allows grease to get to the bearings. Also, some of those bearings are only seaoled on one side. I suspect the mower manufacturers orders the spindles from different companies and are never sure of the bearing arrangement, so they order grease fittings.
