Yes, it seems to spread and not compress.
 
It is probably about 8" long. It belongs to one of the firemen across the road. I won't see him again until whenever his next shift is.
 
I still think it's a valve spring compressor. The ones for flat head engines are spreaders, they push against the lower casting, has a cut out to straddle the lifter. Ones like this are mostly used for smaller flat head engines.

Jim, I would have to go over and find out when he works again. Then I will have to ask him to bring it in. He works part time and his hours are hit and miss.

In the second picture you can mostly see the shape of the outer side of the left fork. It isn't shaped right for fitting against a valve. Maybe the outer side of the right fork is. Clearly there is some difference in the shape of the two forks.
 
I don't know if it's a valve tool or not, but I've used one just like it on small air cooled engines. it wasn't the greatest but it got the job done.

This one looks very similar to the one barnyard has pictured.
The top jaw on the model T pic looks like it should be on the lifter side and the flat jaw to the spring. It’s up side down
