unusual worms

I have been seeing some worms hanging from silk threads from one of my cedar trees and beams of my shop lean too close to the tree. They are small, black and gray banded, and have made a cocoon or shell of the dead cedar needles around them. Can anyone tell me what they are?

Maybe bagworms?

Bag worms. The make a spray for them. It will take a little time but they will kill your cedar. Spray works very well.

There are several different data sheets for the same product. One for barns and another for indoor use.

Safe for animals and people after it dries, about 60 minutes.

Available at most farm and ranch stores.

Edit. I use the product on household bugs and wasps in the acreage buildings. Takes up to 24 hours to kill the insects.
