Unknown cultivator attachment

Can anyone tell me the purpose of the spike wheel on the cultivator ? Haven't seen this in use

Let it down to go on each side of the row to prevent covering small seedlings. After the seedlings get taller you can raise them and throw dirt over the row to cover emerging weeds without covering the crop.
