Neither. It is a whachamacallit. Too far south I would think for my first thought that it was used for pushing a fresh cut of ice on a lake to the edge for removal to the ice house. Maybe it is a dohickey. Vern

A big thank you to vern for identifying it and thanks to Thomas Mays for posting it. I would never have figured that one out being down south wonder how it got down here we don't have any ice.
