Has anyone purchased an item from overseas that required a tariff payment? I thought that the tariffs were to be paid by the shipper, but eBay states that the big shippers (UPS, FedEx, etc.) collect upon delivery. So how does one know what the total cost will be?

I thought the tariffs were paid by the offshore producer/supplier. If the end user pays the tariff, how could that possibly affect balance of trade?

I believe that typically the seller, when located in the US pays the tariff on the items they import. The seller can then choose to pass along the tariff or absorb the cost.
If you're buying from a seller outside the US, I can only assume that whoever first receives the goods has to pay those costs and they collect them from the end user.
But then I'm just a blacksmith who beats stuff together with a hammer.

Yes, but the cost was substantially higher than from AU, and may have come from the same source anyway. Paul (goxu1) is helping me with this problem. The eBay seller no longer ships to the US, so Paul has purchased the parts and is checking on shipping and tariffs.
