Starter Switch

I hooked up a good battery and new cables on my Super AV and the starter works... but there is visible arcing between the starter switch housing and starter body. Is there suppose to be a gasket or insulator between the two? Or could there be another issue I need to look at?
FYI, I have converted it to 12 volt system using original 6 volt starter.
 
There shouldn't be any voltage at the switch housing. If you remove the switch and turn it bottom up, you should be able to see a flat insulator sheet on each side. This keeps the moving contact plate from hitting the housing. One of your insulators may be missing.
 
Thanks... I will check for that. In the manual they show a "gasket" between switch housing and starter body. Is it just for keeping dust out or is it an insulator too? I don't think my switch has this gasket.
