Should my Cub seat rotate?

My Cub seat is fixed in the forward-facing direction.
A couple of my friends with Cubs have rotating seats.
Are they supposed to rotate or is the key with the 2 bolts designed to hold it in 1 position?
Rotating might maker it easier to get on. Any reason why I can't just remove the 'key'.

Leave the key in there. Without it you risk getting thrown off if something goes wrong. Tell your friends to put a key in theirs.
