Replacing rockshaft gasket

attempting to put in a new rockshaft gasket but the shaft only pulls out about .5 inch.

I don’t see a woodruff key

I got the shaft out I had thought it would come out of the governor housing.
So the oil leaks out the housing along the shaft in the picture. The gasket I acquired from HamiltonBobs is in a metal housing that looks like it would fit on the spring attachment. Does I come off or should the governor housing be removed?

That piece that you removed from the governor is the governor spring lever, not the rockshaft. There is no gasket that belongs there. While you have it off, make sure the spring hole is not wallowed out. Just make sure the shaft is clean, oiled, and free moving when you reinstall it.

You must have removed the spring lever that the spring is attached to. The governor rockshaft will not come out without removing the governor tension fork from the shaft. To do that you have to disassemble the governor. There is an oil seal for the governor shaft. When I replaced mine, I took the governor housing apart. Below is a photo of the interior.
