PTO engage/disengage on bottom of chassis on F300

What is the point of the bolted off engage/disengage lever on the bottom of the F300 chassis? I had in advertantly move it not realizing what it was and my PTO wasn't working. So I put it back and got the PTO working again. But got me wondering what is the point? There already is the hand lever. Why did they install the bolted off control?
 
That is callled a seasonal disconnect. My SMTA has it also. I guess if you are not using the pto, why have the internals turning all the time. Just my thought anyways.

Guess that makes sense thanks. With all the lube in the crank case would think the spinning would be good for stuff, but engineers do what engineers do and I'm sure someone made money off of adding that, LOL.
