Odd Tire and Unusual rim

Alliance brand Made in ISRAEL tire . It is a 8.3/8-24 tire , with " stepped? " rim/ centers. Very unusual . Tire almost like new , has very faint cracks , has held air for 6 years. $ 150.00, pickup at Buddies cubfest or cub express. I have heard of Alliance. They seem to be a lower cost tire imported for US economical sales. I have not had any to my knowledge.
 
Any ideas ( quality? ) on the tire made in Israel ? i've never seen/heard of them ........just seems like an odd tire to end up in the USA
First Cub I ever bought was a 1972 with a pair of Alliance rear ag tires. Had the Cub for several years and was pleased with the tires. The tires were by no means new when I bought the tractor. I’d not hesitate to buy a pair of them if I needed a pair
 
There are lots of suppliers selling Alliance tires. They are a lower price tire but apparently work pretty well. If you count the tread bars on them, you’ll find fewer than on premium brands of tires.
 
Guess i should chalk it up to the global economy . Being made in Israel and shipped here for sale just caught my curiosity .................China ,sure.
 
Hard to find rim if you needed one. Shame they don't make correct smaller tires new, or didn't last time I checked. I have a pair of those hid somewhere.
