Not sure what I might be getting into but ........

Now that 5+ Cubfests and Tim's wrenching has given me back 3 working Cubs, I have been using them for just about everything around the farm. What I constantly notice is that I would like to go slower than 1st gear but with full RPM's. After a little research, I now realize that I am not the only person over the decades of Cub production that had this wish, and the problem was addressed by Howard and Auburn in conjunction with certain implements. I certainly understand the "collector" value of having an original Howard or Auburn, but what I am wondering if anyone in the Cub universe has ever considered reverse engineering and/or developing a modern alternative to achieve a slower speed at max RPM's? Any thoughts?
I have a few ideas just need some spare time and some steel. One day maybe
 
Please forgive my ignorance, but wouldn't a different sized pulley on the PTO keep the speed of the implement while throttling back for the speed on the tractor? Like changing speeds on a 10 speed bike. A larger pulley on the PTO increases the rpm of the pullies attached to it. So throttle back to reduce tractor speed, while larger pulley keeps rpms of equipment.
Again just thinking out loud.

Not every attachment uses the pto pulley. The rototiller is a direct connection to the pto

Most of the uses that need a slower speed also need the full power of the engine. Throttling back substantially reduces engine power. Try starting out from a dead stop with your bike in 10th speed.
