I have to change the business that changed the oil in my wifes 2001 mazda miata with 50,000 miles on it, we only run it in the summer. They used regular penzoil oil. The new garage i want to use, said they use a synthetic blend oil and that it would be ok.
Are they right?

What I saw online was ratings SG, SH, SJ, or ILSAC. No mention of synthetics. Given that, I'd say synthetics are okay, just follow the viscosity recommendations.

By the way, I remain unconvinced on "synthetic blend". I partly understand the difference between conventional and synthetic. But a synthetic blend seems like a way to get the worst of both.

Give it a try. Keep an eye on the engine oil usage. Might keep a couple quarts of regular Penzoil oil on the garage shelf.

Mechanics shop I'm using has installed synthetic blend oil in my vehicles for 6 or 7 years. My 1995 Dodge Ram, 360 engine, has 170k miles on it and the synthetic blend oil holds up well.
