Hydraulic rebuild

Last fall the hydraulic stopped working on my 1953 cub. I rebuilt the touch control unit with new O rings and filter as well as the pump. I put it all back together with 4 pints of Hy tran fluid. It moves okay but will not lift anything. I attached a rear wheel weight and it couldn't move it. I tested with a front wheel weight and it could lift one but not two.
 
Did you cycle the control lever multiple times, with the engine running, to purge the air from the system after filling?

Update, I realized that when reassembled I had put the safety valve piston into the hole just below the pressure regulator and not under the valve and spring. I could never get that little piston out.
I have found Joey J's post about older style rebuild and got another touch control unit.
