Hydraulic Pump Seal question

Hey fellas, finally got around to rebuilding my Super As pump. How far down in the top cover should the input shaft oil seal sit? I have it pressed down and flush with the edge of the cover face, but it almost looks like the edge of the black seal is right at the top edge of the smooth area of the input shaft it rides on. Does this look right?IMG_20260918_185308~2.jpgIMG_20260918_185329.jpg
Next question, when I tighten the two bolts to clamp the two halves together the shaft gets stiff to the point I cannot rotate it by hand. If I back off like a 1/4 turn with the bolts it frees up. What's the deal with that?

It looks good to me. As long as the seal lip is on a good section of the shaft and not on a worn area which the previous seal might have made.
I haven't used this pump in years. Someone at one point put a speedi-sleeve on the shaft and I cannot see or feel a groove.

What I cannot figure out is why the thing won't turn when I tighten the bolts down fully. The only thing that comes to mind would be the top of the rotating bit in the second bearing being pressed against the inner face of the top plate. But I don't understand why that would happen, I'm missing something but unfortunately I cannot see inside it when it's put together!
