If you have purchased a Chinese repro IH Cub carburetor on eBay, here are several things for you to consider…
As soon as you receive your carburetor, remove the four (4) screws holding the top and bottom together. Carefully separate the two halves by pulling them straight apart, being sure not to twist or rotate the parts relative to each other. Look at the area of the bottom located in the black circle in the image below.

If the hole is not drilled completely through, as shown in the image, it should be. You have two choices. You can return the carburetor to the seller and demand a properly completed unit. Or, you can finish drilling the hole yourself, using an 11/64 bit. Be careful not to drill too far, damaging the rest of the part.
Because of Chinese manufacturing methods and standards, not all currently available replacement parts may fit properly in the Chinese carburetor. These might include the idle tube, float needle and seat, the main metering jet or the discharge nozzle. Be careful when replacing parts, that you do not strip or cross-thread.
When the carburetor was assembled, the float position may not have been set properly. You can easily remedy this yourself, by using the settings shown in the diagram below.

Note that the measurements are taken from the carburetor top, without the gasket in place. This is a trial and error process, which may require several attempts to get both settings correct.
Finally, re-assemble and install the carburetor, adjust the carburetor to governor control rod and ensure that everything is functioning properly. After the carburetor is reinstalled on the manifold, recheck the adjustment of the governor-to-carburetor control rod to insure wide open throttle at full load demand of governor, as follows. With engine stopped, advance engine speed control hand lever to create tension on the governor spring. Adjust length of governor-to-carburetor control rod so that the rod slides freely into the throttle lever, when the throttle is wide open. Lengthen governor-to-carburetor control rod by one turn in its clevis to place spring load on throttle lever, insert cotter pin and tighten lock nut on clevis. Return the speed control hand lever to a position slightly advanced from low idle position. In this condition, check the governor-to-carburetor control rod for any tendency toward binding. It may be necessary to loosen the clevis lock nut and reposition the clevis slightly to insure both ends being in the same plane to eliminate binding (after which the lock nut is retightened).
