Got the ole girl running and out of the shop. Drove her home, about 15 miles in road gear. When I go full throttle to start I get the RPM responce, and then it backs off the RPM to what feets like mid throttle. I'm getting a road gear speed of about ten mph, and it seems weak on even the smallest of elevation changes. Any thoughts?

Was it in the shop getting worked on or just storied in the shop?
 
10 MPH is about what should be expected from an original A. You may have some governor related problem. Have you got a tach to check the engine speed at high idle and maybe at speed?
 
And how long was it in the shop?
It had been sitting outside for about 10 years, had a transmission problem. Got it started, had some carb problems so I put a new carb on it, changed oils and fixed the transmission and drove her home. Don't have a tach, but can tell a reasonable difference in start up full RPM and cruise.
 
If it was my tractor, I would try a Seafoam treatment in the fuel and oil, per the label instructions. Then work it hard for a few weeks. Rather inexpensive and can’t hurt. Could be stuck rings and/or valves.
 
The first thing I'd do is a compression test, dry/wet to get an idea what shape the engine is in. Outside of that, the valves may be out of adjustment (the compression test may disclose that but it's still worth checking), the governor to carburetor linkage may be out of adjustment, especially since you just replaced the carburetor or it could be the replacement carb you just installed. Is it an OEM carburetor with the correct jetting?
 
Thanks to everyone for the help. I have played with the throttle linkage and I don't see any movement at the carb until I'm more than half way in travel on the throttle controller. Will reset the linkage and see how that plays out.
