Farmall H Governor hunting at high idle.

I recently purchased a 1944 H that I have lent to an educational farm where I volunteer. The H is mainly used to pull tour wagons.

After a tune up, including adjusting the fuel mixtures and timing it ran great at all speeds. Last weekend I found that it wasn't making the speed it should. I put a tachometer on it and found that the no load high idle was only turning 1400 rpm.

I adjusted the governor for 1825 no load high idle. The problem is at anything over about 1400 rpm the governor hunts. The mixture screw doesn't seem to affect the hunting until I get it leaned out to where the governor can't get the speed to 1825 rpm. It does settle down quite a bit with a decently loaded wagon.

Any thoughts on how I should tackle the problem?
 
I don't think it's a dirty carb or fuel restriction - it throttles up and pulls a load fine up a good grade. It's under no-moderate load that the thing hunts.

Before today's runs I retarded the timing a bit and reset the mixtures. That seemed to help but still not 100%.
 
In my experience "hunting" at higher speed means fuel starvation. I agree with the guys above, better check the cleanliness of the main jet and discharge tube.
 
UPDATE:

The issue has self resolved. My best guess is there were deposits on the governor shaft in an area that was unused at lower rpm and it was making the weight response sluggish. Then some use scoured the deposits.

I've put the timing back to normal and while the governor will surge a couple times if I snap the speed control to high idle with no load it is otherwise rock steady regardless of engine load.
