Cast Iron Tool or part of a larger piece of machinery

This is an item that is hanging high in the rafters at in the shed at my farm. It has some lettering, probably the name of the manufacturer on the side, but I was trying to figure out what it is before I take it down and see if it has any value. So the pictures aren’t the best. My father liked stuff like this and wired it up in the top of this shed. Figured I might as well see if somebody in the area (NW Wisconsin) wants it.

Interesting tool, Looks like the part where the wire goes through it might be made for a wooden handle to be installed for leverage. Stan

Yes, it has a kind of a shallow taper to it. But it would take a big thick handle and then what is the purpose of the oblong holes where the handle would insert?
 
Was gonna say this was a railroad car mover. I found a few of them laying around the yard at my work. Once upon a time the lumber yard here was serviced by a shortline rail and these would be used by the workers after the car was cut and left on the industrial spur to move it around and line it up with the loading dock.
