Carb throttle shaft issue

I have a 1951 Farmall cub and the carb was leaking all over every time I turned the tractor off. Also, the engine was starting to surge some at high idle so I bought a carb kit from TM . I noticed that the carb throttle shaft lever did not turn real easy. When I put the new one in turned harder than the old one did. I used some very find sand paper to clean the new shaft but it still did not turn very freely. I think the alignment of the two holes may be off a little.
After finishing the rebuild, per the instructions in the kit and I reinstalled the carb on the tractor. The bad leak was still there and the surge was worse than ever. I tried the governor adjustment on the front of the governor but it did not help. The top half of the carb is warped and I think that is were most of leak is from. I checked the governor rod to carb and it was ok. Also replaced the carb to manifold gasket, no leak there. Does anybody have a thought on this before I order a new carb from TM.

Was the throttle shaft tight before you attached the butterfly with the two screws? Did you replace the two felt shaft seals? You might want to flatten (or have someone flatten) the top before you purchase another carb. If you're fairly sure the gas leak is from between the halves, flattening may solve that problem.

The shaft was tight before I attached the screws. I thought there was only one felt shaft seal so if there are two I must have missed one. I made a jig to flatten the carb a couple of years ago. I was thinking that my atempt to flatten the top may have caused my problem but I’m no sure of that.
 
You're right, one felt on the throttle and two on the choke shaft. With the body gasket removed do you still have large gaps between the halves? Can you pinpoint that the gas is leaking from that area?

Yes, there are larger gaps around the corners but it’s hard to tell exactly where the leaks are since the entire carb is covered in gas.
 
To pinpoint the leak, could you close the sediment bowl, clean the outside of the carb with carb cleaner, and then very slowly open the sediment bowl shutoff until you see the gas leak?
