1. What color were they? Seen some baby blue, seen some IH Red.

The blue ones I have seen were sort of a darker blue.
2. Do they fit on a A-140 tractor? Saw a 130 for sale on Facebook and it had what they said was a C-22 on it.
The mountings, and drive pulleys for the A, and 140, 22 Mower are lots different than the mountings for the Cub 22 Mower, the mowers don't interchange.
Below is the operator's manual for the 22, Cub 22, and L22 Mowers. You can look at them and see the differences. The 22 mower fits the A, and 140.
The manual is for 3 different mowers, for 3 different models of IH tractors.
Page 2 has a contents, and pages 2 and 3 have an introduction with info.
If the pitman is off the mower, the nut that holds it onto the mower flywheel is left hand threads.
The large pulley at the rear of the mower has left hand threads in it too.
The mower has to have a PTO pulley, see if it is there, they cost money to buy if it is gone.
A 1948 Cub 22 mower would have a 4 1/2" pulley.
Below are pictures from TM Tractor Parts of the PTO pulley.
The belt groove goes to the rear.
In the 1st picture, a cotter key goes in the small hole, and through the hole in the PTO shaft.
The Cub manual with mower parts says the key is 3/16" x 2 1/4" long.
A 3/8" bolt with lock washer and nut goes through the larger hole, and the pulley tightens on the shaft, so it is not loose. If it is loose, it will wear the pulley and shaft splines.
The manual says the bolt is 3/8" x 2 1/4" long, with coarse threads.
The 2nd picture shows it is split at the splines, so it will tighten on the shaft.
