Disconnect the battery and with the cover off the regulator, inspect the inside and check for any water intrusion, corrosion etc. Determine which relay is the field relay. There are two relays, one for the field winding and the other for the armature cutout. Check the contacts on the relays for pitting etc. Clean the contacts by closing the contacts onto a business card and dragging the business card thru the closed contacts to clean them. Get an ohmmeter and check the windings for continuity. If the the contacts are good and windings are good, then the regulator should function, or maybe need an adjustment. Reconnect the battery and start the tractor and note the operation of the relays. You can change the setpoint for the field relay by reforming (bending) the relay spring mount and the relay stops. Another item to note. The voltage regulator is mounted onto flexible rubber strips. This is done to eliminate shock and vibration to the regulator. Make sure your regulator, when installed, is free to mechanically float.
