Yes. In the past we didn't have this sort of restriction. We found that people would join the site then copy a bunch of the manuals onto CDs and sell them online, never contributing anything. People that went to the trouble of scanning, cleaning them up, formatting into a PFD, and making them available for free were not pleased to see someone else taking advantage of their work. This restriction seems to be enough to send most of the lazy pirates somewhere else. This restriction has no effect on members that have been here for a while. New members just need to have a little patience to get past it. In the meanwhile, new members will generally get fairly quick responses to specific posts.

By the way, this question is about how the site functions. It should be posted in the forum "Message Board & Computer Questions". It will probably get moved there after you have had a chance to see the response.

It only takes a few to ruin it for those who are serious wanting the manuals for their own purposes. I know IHCC site had that problem as well.
