I have a 154 and a 184 cub. When they built the 184, they mostly eliminated the clutch problems of the earlier models. I love the 184 with the conventional clutch and the electronic PTO. To help with the steering, I added more pressure to the front tires, and it helped to make the steering easier. On my 154, I rebuilt the PTO clutch assembly ($$$) and made sure it's fully locked when engaged to prevent slipping. So far it's been working perfectly. Hope this info helps a little. PJ
Oh I forgot, I also rebuilt the steering box on both tractors and making sure both steering boxes are always full of oil, NOT Grease!
 
My 154 I can steer opposite lock with two fingers easily as long as I am moving. When it first arrived it took both hands. I had to take some of front end apart to free up. Now I raise the front when greasing. Wish mine was a 184..
