I had to replace the voltage regulator, now the starter turns when the battery is connected even with the switch off or unplugged.
Any ideas?

I took the solenoid off and checked it, it is open (no continuity), I have not yet checked to see if there is voltage going to the magnetic switch yet.
 
Double check the electrical wiring on the voltage regulator.

Battery connected, check for voltage at the center solenoid terminal with the ignition switch unplugged. Also check for voltage at other two terminals with the ignition switch unplugged.
 
Check the harness where it makes bends for chaffing. I had one cadet that the wires stripped on a bend from the vibration and shorted. They rubbed together.

The old regulator rusted out.
The new regulator terminals are in different order but I connected them the way the wiring diagram says they should be.
 
Did it run ok before you change the regulator?

It sounds like the wires aren't connected to the right terminals if it did run before you change the regulator.
 
It ran fine when I parked it, but has not been used in about 3 or 4 years. I decided to get it ready to use again when I saw the regulator was rusted to the point that a terminal had come off. If the terminals on the new regulator are labeled correctly then the wires are connected correctly. I haven't had time to do all of the checks with a meter to see what the problem is. I'll let everyone know what the problem is when I find the problem.

Does it still try to turn over if you disconnect the wire from the "BATT" terminal of the regulator? If not, I would suspect the new regulator has a shorted/stuck cut-out relay.
