Valve adjustment, 1&4 not firing and other issues

Need some help again. 1947 B.
Running, or was, but not firing on 1 and 4.
Replace points, condenser, coil, cap, rotor, and plugs. Continuety shows good on plug wires. I even swapped wires with same results.Compression check show 90 on all 4. Removed valve cover and rod for 2 and 3 were not in craddle.
A few things. I have never adjusted valves in anything. I dont have the front crank bar.
With that.
I looked on line on how to adjust.
#1 TDC 1,2,3,5
#4 TDC 4,6,7,8
Q1- if 1 and 4 are TDC at same time, then just set them all?
Q2- filler gauge goes between (dont know names) rocker and exhaust spring?
Q3- .014 from Q2?
Q4- I think I set points correctly but could you explain how to?
Ive tried adjusting valves and now it wont start. Hard to turn over, seems like compression is working against itself.
To add, I put #1 TDC and checked rotor to verify facing#1 on distributor, or at least i think i did that right. Any guidance and guidance to videos much appreciated.
 
Ok so you are saying the pushrods were not in the rocker arms ?? if so that is your problem, make sure the pushrods are not broken at the ends or bent and you can push the valves down and see them return before reinstalling them

Yes sir, did that. Ran it after with valve cover off to watch then figured I'd adjust them since I was in there. It seemed to be running fine. Don't think I did it right. Won't start and seems like compression is working against itself.

Q1: No. You set 1,2,3,5 with 1 at TDC of the compression stroke, 4,,6,7,8 with 4 at TDC of the compression stroke. These 2 positions are one revolution apart.
Q2: Feeler gauge goes between the tip of the rocker arm and the end of the valve stem.
Q3: .014 hot.
Q4: Turn the engine until the rub block of the points are on the high point of the cam inside the distributor. Adjust so the proper feeler gauge will just slide between the points without binding.
