Hydraulic issue revisted

Ok ends up the problem is partially fixed. The piston (single action) will now raise the deck. However when I pull the lever back the deck does not fall back down. In order to get the deck to lower I need to bounce on the deck. I checked and both of the valves are set to single action. So I'm kind of stumped. I leave the lever back and the deck doesn't fall. Is there an adjustment valve somewhere? Any help would be appreciated.

I don't know if the 300 has the same setup as an H but if so on an H to lower a cylinder you have to PUSH the rod all the way forward. Lifting it up to clear the little nub on the bottom of the rod.

Yeah I seriously just think it is a weight issue as in I need to get more weight on the cylinder. I'm wondering if I use the closer mounting brackets for the chain if that would help. Would decrease the torque lever arm length and require more force to hold it up and thus maybe help it go down.
