Surging/Governor Issue FIXED (pics)

Hi.

I had a surging issue with my cub. After digging through all the answers I found here, I found a different issue I hadn't found documented here.

(Linkage was tight and correct, carburetor float was correct)

My governor had pushed it's small snap ring out of the channel. This allowed the weights to spin farther out than intended. The throttle would get pushed too far down. Then when the weights came in, they would push the throttle in again.

I was having trouble sourcing another ring, so I stopped by a local small engine shop. They found one from a starter motor that fit perfectly. $5 and they even put it on!

After that I just had to retime the governor and magneto. It was a piece of cake. I wanted to post this solution so it might save someone like me the time an effort.

It feels smooth. This pic makes it look a bit rougher than it is.

I often say is it almost never the governor but this time it was. replace the external spring while you at it.
When you only have 9 horsepower you need to know the names of all of the ponies!

I didn’t check the parts book to see but generally, when this type of snap ring is is used (such as in a starter) there will be a collar that snaps over the ring to prevent it from moving out of the groove. Your problem may return. I’m with Bob, that governor shaft looks terrible.

looks like the governor was left in a swamp, shaft has maybe rotted enough so the snap ring could come off

I was thinking the same thing Gary. I’ve rebuilt enough starters to remember the collar that snaps on to the snap ring. The flat part of the collar should face towards the weights. In other words the collar has to go on the shaft first. Flat side towards the weights, then the snap ring into the groove and collar snapped onto snap ring.

Yes, we had a special tool, for pulling the collar onto the ring. It could be a real pain, without that tool.

I guess I never knew there was a special tool but it doesn’t surprise me. I always used two pairs of pliers and it was still tough.

Hi,
Below are pages from the Cub parts manual showing the governor, it shows the ring for the shaft, there is a Case IH part number listed there for it.

I think probably in climates that are cool, or if the Cub is not warmed up to hot temperatures much, doing work, moisture can stay in the governor, and cause rust. :)
