throttle travel

My 74 cub has lost some power which seems to be a limitation in throttle travel, ie not fully opening carb throttle. The control lever also seems very restricted to movement. will not push forward ths not opening throttle. if I go to carb I can open carb more and increase engine rpm/power.
I'm. thinking something in linkage (have not changed anything there??) or governor. Any suggestions???

Check the arm on the governor where the linkage attaches to, they are bad about getting stuck/rusting. Be careful with it, they can break as well.

Hi,
Below is a pic from TM Tractor of the left side of the governor.
Look in from the left side of the Cub, by the fan, with the engine off, using a light, and oil where the cotter key is in the pic. The arm pivot can get tight from no lube.
Also oil at the right end of the arm, you can see it using a light, from the right side of the Cub.
It might take some time moving the throttle lever to loosen it up. :)

I lubed the parts and there is an improvement, Governor still is sluggish responding to load changes/throttle changes.

It is almost never the governor itself. Keep lubing the linkage all the way to carb, adjust the linkage between the governor and carb per manual, check for slop in the keyway in the shaft that goes in front of the block.

Level 2:
I have taken the lever off ( with hood off) and cleaned the shaft and id of the lever and used some light grease. If you do that replace the spring for sure.
When you only have 9 horsepower you need to know the names of all of the ponies!

Be mindful that the Cub is governor limited to 1800 rpm under no load, which is not wide open throttle. The only time the governor would push to wide open throttle is when under a more severe load, and then only until 1600-1800 rpm is achieved. If sitting still idling, you can use you hand to push the throttle open and eventually achieve something like 3000 rpm, except that the governor should be fighting you to pull it back down.
