On my Allis Chalmers B, the previous owner had an excellent heavy duty 3 point hitch installed. The only problem with it is , the PTO has to be running in order for the lift to work. Could I have a separate control for the lift intalled that is not contingent on the PTO?

I think you'll have to install an engine driven pump, perhaps an automotive power steering pump. That was a major shortcoming of the B, no provisions for a decent hydraulic system.
