Farmall Cub History
I think the Wood River, IL site was later considered to be in a floodplain and unsuitable so IH bought the Curtiss-Wright aircraft plant in Louisville from the U.S. government in 1946. The photo looks to be a prototype or pre-production Cub from as early as 1945.

Re: Farmall Cub History
The problems with the Wood River plant had to do with construction problems (materials, labor, etc.). IH had become painfully aware of these problems while constructing Memphis Works. The Louisville plant was an opportunity to bypass some of those problems. The Wood River site was retained for some time for future development.
Here is a press release when they said they would buy Louisville.

Did IH ever ultimately build anything there?

I don't think they did. Dirt work was already in progress when they changed plans. They intended to finish the dirt work then hold it at that point. I think they held on to it for quite a while then sold it, don't know when. I think the property has been split up and partly developed.
