My 184 also stalls when engaging the mower deck on the Woods 59. I've found that pulling the choke half way out when starting the mower keeps the engine from stalling.

I’d look for an obstruction, somewhere in your fuel system, between the fuel cap and the manifold. Assuming that you have a Zenith carb on your 184, I’d try the screen in the fuel inlet elbow at the carb first.

I do the same with my 184. This is especially important if it isn't fully up to operating temp.
Also, engage the mower deck around 1/2 throttle. It takes a good bit of torque to spin up those blades.

If your tractor doesn't have the starter/generator - - a 6 volt starter will work.

Later Cubs used a 12 volt starter, as well as the 184 # series. Those starters aren’t nearly as plentiful as 6 volt ones but they can be had. There is a good chance one won’t bolt up to an early Cub, though. Later engine blocks were cast to allow the larger 12 volt starter to clear the block.

New brushes, bushing, and bearing should be availabe at your auto parts store. Online for sure. Much less expensive to DIY.
They are not that difficult to repair. And there is possibly a shop that repairs starters, etc. in your area.
