There are places on the IH-54 blade where it calls for a bushing. (in the lift arms mechanism) I have one of them and it looks like a custom 1/2" bolt with a bushing machined in.
I don't see a parts manual for the blade. Is there a part number or a good replacement that I could use? I don't really want to use a rubber hose. Maybe a piece of Delrin sleeve would be ok, but I am looking for either the correct part or a very good substitute.

I don't think IH used any step bolts in that blade. The bushings are separate parts and yours are probably stuck on (rusted to) the bolts. The Owner's Manual (in the PDF manuals) for the blade calls out size and position of most of the blade hardware, listing a common bolt and a bushing. The bushings and bolt sizes are called out in the Parts Catalog as well. The parts for the blade are included in the Parts Catalog for the number series tractors (in the PDF manuals). It only takes 2 pages for the blade. You can get bushings from most hardware stores etc. You probably will have to cut them to length.
