Another Wazzit???

This appears to be a crimping plier of some sort. Not a scratch on the jaws leads me to believe that it has ever been used, however, that is of no help identifying it. Your help will be appreciated.

Vice Grip style crimper used to clamp brass ferrules to hose. They come in various sizes.

Also looks like crimp tool for cable TV wire.
