If I am wrong please let me know, but it is my understanding that the B's have removable cylinder liners. If so does anyone have experience replacing them, or is it better to just have the block bored?

B Farmall has a removable piston sleeve. Just checked the internet and saw a piston sleeve kit for $90.10 for the B.
Any way you don't bore the block. Either touch up the existing sleeve and put new rings on the piston or order a sleeve and piston kit.
To remove a sleeve you need a sleeve puller. You can either make or borrow one.

Isn't a B a wet sleevfe with an O-ring on the bottom, and a sealing ring as part of the head gasket, with no puller needed?

Thanks. I'm pretty sure it's going to need new sleeves, pistons, etc. I didn't do it, but I found out that when this tractor was pulled out of the fence row the engine was stuck. They pulled it and dumped the clutch to free it up. It worked and it runs, but now it's a mosquito fogger.

It is a wet sleeve engine with a rubber o-ring at the bottom. It's easy to rig up a quick and easy puller out of a couple pieces of flat metal and a piece of all-thread to pull them. I'm sure you can just knock them out but to me the homemade puller is easier.
